He is shooting west toward the intersection of Westheimer and Montrose in Houston, Texas. Note the sign for Felix's restaurant. This restaurant, found by Felix Tijerina, has been open since 1937.

The Westheimer Street Festival began in 1971 when Montrose area business owners and residents created this fund-raising event for the beautification of lower Westheimer. The bi-annual fair grew in popularity through the 1970's and 1980's. The festival is still in existence although its name has been changed to Bayou City Arts Festival and its location is no longer on Westheimer. (From the Bayou City Arts Festival website.)
